1. BACKGROUND
Sound Transit has been experiencing high-growth, rapid change in technology, and increased resource demands over the past several years. During this period of rapid transformation, the Agency needs to meet an increased decentralized demand for facilitation and ad-hoc learning and development services across the Agency. Such services include contracting, facilitation and coaching to improve organizational agility, promote change management, enhance leadership development, and improve team dynamics.
2. OBJECTIVE/ PROBLEM STATEMENT
To meet these organizational needs, Sound Transit is seeking to establish an external facilitation and coaching pool of learning and development professionals able to deliver learning programs and coaching throughout the agency, which may also include the ability to design, customize, deliver, and evaluate ad-hoc learning, coaching, and contracting services.
Services may include, but are not limited to the following:
A. Comprehensive and specialized assessments for:
1. Team needs
2. Individual/Leadership Needs
3. Team culture
B. Individual and team coaching
C. Development plans to improve team culture
D. Design and facilitation services including, but, not limited to:
1. Action learning programs for teams
2. Individual & team coaching
3. Teambuilding facilitation
4. Focus group facilitation
5. Strategic planning facilitation
6. Change management workshops
7. Innovation and creativity workshops
8. Systems thinking workshops
3. SCOPE OF WORK
The Contractor shall provide all the labor/ personnel and any other items necessary for team
effectiveness development and facilitation. The contractor shall accomplish the performance objectives and general requirements as listed below.
A. PERFORMANCE OBJECTIVES and/or GENERAL REQUIREMENTS FOR TEAM
EFFECTIVENESS DEVELOPMENT & FACILITATION SERVICES.
1. Basic Requirements
A. Facilitation Services: Each contractor selected for this contract shall provide experienced facilitators for meetings, focus groups, workshops, retreats, etc. The facilitation shall provide structure and focus to meetings to enable clients to successfully reach their meeting goals. It shall also provide mechanisms for dealing with group dynamics. The contractor shall provide follow-up facilitation and/or documents to support the actions developed during meetings.
B. Action Learning: Each contractor selected for this contract shall provide experienced facilitators who will be able to design and lead action learning as a part of most team development. Action learning is defined as an approach to working with, and developing people, which uses work on a real project or problem as the way to learn. Participants work in small groups or teams to take action to solve their project or problem, and learn how to learn from that action.
C. Team Development: Each contractor selected for this contract shall provide process consultation, diagnostic, development, implementation and evaluation support to work teams and organizations. Support shall be tailored to specific team challenges (e.g., new start-up teams, new leadership assimilation, intergroup teambuilding) and focus on team cohesiveness and effectiveness in accomplishing organizational goals.
Methodologies may include, but are not limited to, interviews, surveys, web-based tools, diagnostic reports and outcome-driven interventions. Team development should be based on adult learning principles, psychological safety practices, and the neuroscience of team dynamics, behavior and long-term change.
Coaching Services: Virtual or In-Person in the Greater Seattle Area: Each contractor selected for this contract shall provide a diverse pool of professional coaches, preferably International Coaching Federation (ICF) certified. The qualified coaches shall have demonstrated coaching effectiveness and experience with all levels of leaders and who have a depth of self-knowledge, maturity, empathy, and objectivity that enables them to create the kind of open, trusting, and respectful relationship that is necessary for a client to risk the self- examination, disclosure, and experimentation with new behaviors that are necessary for true change. Coaches should have the ability to create awareness, ask powerful questions, and inspire clients to move to action.
The Agency requires business coaching that focuses on aligning individual and organizational goals to optimize mission results. Services shall include but are not limited to:
1) Individual coaching: coaching, feedback and/or strategy discussions to
Agency personnel by phone, on-line and/or in person to help participant(s) identify critical success factors, identify strengths and weaknesses, and develop personal action plans.
2) Team coaching: coaching , support, and feedback/strategy discussions to Agency teams by phone, on-line, and/or in person to identify critical success factors, identify strengths and weaknesses, and develop performance action plans.
Required:
International Coaching Federation (ICF) Professional Certified Coach (PCC) or Master Certified Coach (MCC)
International Coaching Federation (ICF) Advanced Certification in Team Coaching (ACTC)
Preferred:
Leadership Circle Profile Certified practitioner
Team effectiveness certifications/assessments
