Replacement for the bridge, L-15-088, carrying the Wood Street Extension over the Merrimack River and the MBTA/CSX Railroad, known as the Rourke Bridge Replacement Design-Build Project in the City of Lowell.
The Work includes but is not limited to:
Final Design and Construction of all elements.
Advancing Highway design through 75%, 100%, and Issued for Construction Highway, and through Construction of all elements.
Advancing Bridge design through First and Second Structural Bridge Submittals, and Issued for Construction Structural and through Construction of all elements.
Demolition of existing Bridge No. L-15-088 (2M4) and replacement with proposed Bridge No. L-15-114 (CHB) (Rourke Bridge)
Construction of retaining walls on bridge approach roadways.
Roadway rehabilitation/reconstruction on Wood Street Extension, Pawtucket Boulevard, Middlesex Street, Old Ferry Road, and Wood Street, including sections of full depth HMA pavement, pavement milling, and variable depth HMA overlay and/or leveling course as required for development of proposed cross slopes.
Geometric modifications to roadways including localized widening and realignment to accommodate the proposed bridge approaches and improvements at the intersections of Wood Street Extension with Pawtucket and Boulevard and Middlesex Street.
Cross section modifications for pedestrian and bicycle accessibility, including the construction of separated bike lanes and sidewalks on the Rourke Bridge, and shared use paths on Pawtucket Boulevard and Middlesex Street, and bicycle and pedestrian connection on Wood Street and Old Ferry Road.
Roadside and median barriers, guardrail, associated barrier end treatments, fences and granite curb and edging.
Temporary traffic control and management as required to maintain safe traffic operations and acceptable roadway conditions during construction of intersections, roadways, sidewalks, etc.
Construction of all improvements and modifications to drainage systems for temporary and permanent conditions including stormwater control measures such as infiltration basins, swales, etc.
Construction of all signs and pavement markings and other traffic control devices, including guide signs and route markers.
Installation, maintenance, and removal of all erosion control protections required for work activities, including but not limited to sedimentation fence, sedimentation barrier, and silt sacks or other siltation and erosion control measures.
Installation, disinfection, and testing of proposed 24-inch water main from an existing stub connection at the intersection of Old Ferry Road and Pawtucket Boulevard, across the proposed bridge to the southern extent of the project on Wood Street, leaving a stub for a future connection. The proposed 24-inch main, including a midline connection at Middlesex Street and blowoffs at both bridge abutments is considered to be betterment work for the City of Lowell.
Installation of lighting for illumination of temporary and permanent roadways, pedestrian path lighting, and architectural lighting on and under the bridge.
Reconstruction of two (2) Traffic Signals and maintenance of signalized operations during intersection reconfiguration at: Pawtucket Boulevard at Old Ferry Road; Middlesex Street at Wood Street.
Installation of two pedestrian hybrid beacon midblock crossings along Pawtucket Boulevard.
Traffic signal phasing and timing modification at the intersection of Wood Street and Princeton Boulevard.
Traffic signal removal at the intersection of Pawtucket Boulevard at the existing Rourke Bridge.
Completion of Traffic Control Agreement.
Landscape and hardscape features including restoration and extensions of the Lowell Heritage State Park, and the bridge “gateways”. Tree and vegetation protection, control of invasive plants, ecological restoration, planting, and seeding. Provide appropriate management and treatment plans and specifications and execution of management plan.
Coordination with utilities, MBTA, and CSX for the replacement of the bridge span over active tracks including the installation of new utilities on the proposed bridge and removal of existing utilities on the existing bridge.
Monitoring, protection, and reinforcing (as necessary) of existing and/or temporary bridge elements to temporarily remain in service.
Restoration of damaged pavement and disturbed areas within the Project limits.
Coordination with private and municipal utility owners, including National Grid Electric, National Grid Gas, Verizon, Comcast, AT&T, and others as required and detailed within this RFP.
Coordination during design and construction with stakeholders, State/Municipal officials, local businesses, and residents in conjunction with MassDOT
Off peak, night, and weekend work as required to facilitate portions of roadway reconstruction and bridge demolition and construction.
Design of temporary works to facilitate demolition of the existing bridge and construction of the proposed bridge.
Coordination with surrounding private and public construction activities.
Community outreach program in conjunction with MassDOT, including maintenance of the Project website to distribute current construction information, particularly as it relates to traffic impacts, and avoiding impacts to recreational use of the river for rowing and other boating.
Compliance with applicable regulatory approvals and permits issued prior to Notice to Proceed and any amendments or reevaluation made during construction.
Construction mitigation and proper disposal of Hazardous Materials in accordance with Regulations and Local Laws.
Maintenance of access to abutters and local businesses throughout construction.
Construction noise mitigation.
Construction dust mitigation.
Plans/Specs will be sent upon request.
