Project Scope
The City of Lathrop has implemented new Disadvantaged Business Enterprise (DBE) requirements as mandated by federal law. This project involves construction work within the City of Lathrop’s designated market area, San Joaquin County, and aims to meet the 13% DBE participation goal. The contract-specific DBE percentage represents the proportion of all established firms (both DBEs and Non-DBEs) within the relevant industry sectors.

The scope of work includes:

Highway Construction �" Includes new roadways, pavement improvements, grading, and associated infrastructure.
Street and Bridge Construction �" Encompasses bridge rehabilitation, sidewalk installation, curb and gutter work, and related structural enhancements.
Traffic Control System �" Involves temporary and permanent traffic control measures, such as signage, signals, and lane closures to ensure safety and compliance with project requirements.

DBE Compliance & Good Faith Effort
All bidders must submit the required DBE forms as part of their bid package or within the specified timeframe. This includes:

DBE Confirmation (Form 9-I)
List of Subcontractors (Exhibit 12-B, Parts I & II)
Local Agency Bidder DBE Commitment (Exhibit 15-G)
DBE Good Faith Effort Documentation (Exhibit 15-H, if unable to meet the 13% goal)
This effort aligns with federal DBE program requirements and supports equitable participation of disadvantaged businesses in public infrastructure projects.
