QK is seeking DBE consultants who would like to be listed as potential
subcontractors in our submittal to the City of Visalia for On-Call Civil Engineering Consulting Services.

The following list is meant to provide the consultants with a general idea of the needs of the City at this time. This is not meant to be an all-inclusive list. The City reserves the right to utilize the consultants on this list

for any similar service needed to assist the City in completing its capital improvement projects. In addition, the City reserves the right to distribute separate individual RFP’s for specialized or large scale projects in lieu of using these on-call contracts where it deems necessary.

3.Project Overview:
•The consultant shall perform all necessary to design the improvements and prepare the plans, specifications, and estimates in accordance with the guidelines. These services will encompass all required phases of each project, including site evaluation, planning, design,

•The consultant shall submit a complete set of Contract Documents to the City for review at the 30%, 60%, 90%, and 100% stages as indicated in the Deliverables.

4.Pre-Design and Site Assessment:
•Site Analysis: Conduct a detailed site survey and analysis to assess topography, existing infrastructure, soil conditions, environmental factors, and any other relevant features.
•Feasibility Studies: Perform a feasibility study for the proposed civil works, including access, drainage, utilities, and grading considerations.
•Environmental Considerations: Assess the environmental impacts and provide recommendations, including stormwater management, erosion control, and environmental permitting requirements in accordance with the latest local, state, and federal regulations.

5.Design Phase:
a.Schematic Design:
•Develop initial schematic designs addressing civil engineering elements such as grading, drainage, utility connections (water, sewer, electrical), roadways, and stormwater management.
•Provide conceptual layouts, preliminary site development plans, and alternatives for the client’s review and approval.
b.Design Development:
•Refine the schematic designs into more detailed plans, including:
-Finalized grading and drainage plans.
-Utility design, including water, wastewater, and stormwater systems.
-Roadway and parking lot designs.
-Site access, circulation, and other infrastructure elements.
Prepare updated cost estimates and timelines based on the refined design.
c.
-Construction Documents:
•Prepare comprehensive construction drawings, specifications, and other technical documents.
•Ensure that all civil engineering designs comply with local, state, and federal codes, regulations, and best practices.
•Submit drawings for permitting and regulatory approval.

6.Permitting and Regulatory Approvals:
a.Permit Preparation and Submission:
•Prepare and submit necessary documents to obtain local, state, and federal permits, including zoning approvals, building permits, and environmental permits.
•Coordinate with local authorities to ensure all necessary reviews and approvals are obtained in a timely manner.
•Respond to review comments from regulatory agencies and adjust designs as needed to comply with requirements.

7.Bidding and Procurement Assistance:
a. Bid Document Preparation:
•Assist in the preparation of bid documents, including technical specifications, bid forms and contract documents.
•Provide technical support during the bidding process, including answering bidder inquiries and providing clarifications to ensure understanding of the civil design.
b.Bid Evaluation:
•Assist in evaluating bids received from contractors.
•Provide recommendations regarding contractor selection based on qualifications and bid prices.

8.Construction Phase Services:
a. Construction Administration:
•Review contractor submittals, including shop drawings, materials, and product data.
•Conduct periodic site visits and prepare reports documenting construction progress and quality.
•Address any construction-related issues that may arise, including clarifications, interpretations, and change orders.
b. Change Orders and Design Modifications:
•Review and provide recommendations for change orders or any required design modifications during construction.

9.Post-Construction Services:
a. Project Close-Out:
•Assist with project close-out activities, including ensuring that all civil engineering systems are functioning as designed and all work is completed to specifications.
•Conduct final inspections and prepare a list of any remaining punch-list items for resolution.
b. As-Built Drawings:
•Provide final as-built drawings reflecting any changes made during construction. Provide PDF and final CAD files.
•Submit all required documentation for project close-out, including operation and maintenance manuals, certifications, and warranties for civil infrastructure.
c. Post-Construction Evaluation:
•Provide post-construction monitoring and evaluation services as needed to address any long-term performance issues or concerns related to the civil infrastructure.
10.Deliverables:
•Site assessment and survey reports.
•Schematic design drawings and reports.
•Design development drawings, including grading, drainage, and utilities.
•Final construction documents, including technical specifications and drawings.
•Permitting documents and approvals.
•Bid documents and contractor selection assistance.
•Construction administration reports and observations.
•Final project close-out documentation, including as-built drawings and certifications.
