REQUEST FOR STATEMENT OF QUALIFICATIONS " INFLOW AND INFILTRATION STUDY
Wasteline Engineering, Inc. (Wasteline) is seeking a request for qualifications (RFQ) for services associated with smoke testing and an inflow and infiltration study. The RFQ and subsequent contract for services will be in accordance with the Texas Water Development Board funding programs. Wasteline reserves the right to accept or reject any or all proposals for any reason deemed to be in its best interest.
Project Description: Provide professional services that include a smoke study as part of an inflow and infiltration (I&I) and flow monitoring. The results of this study will contribute to the development of a comprehensive sanitary sewer evaluation program and rehabilitation master plan for the City of Arp, Texas, which operates a sanitary sewer collection system comprising approximately 102 manholes, five lift stations, and 43,734 linear feet of sewer lines. This system is responsible for collecting and transporting
wastewater from residential, commercial, and institutional properties to the wastewater treatment facility.
Scope of Work and Duties Include (This Section Shall be required in the Contract with Wasteline to be
considered for selection):
1. Flow Monitoring
A. Provide recommendations for number of and locations for flow monitoring; and
B. Supply, install, and maintain flow monitoring data collection equipment and rain gauges
at the designated locations.
2. Manhole Inspection
A. Conduct thorough manhole inspections to assess the condition of manhole assets and
identify defects, providing recommendations for necessary repairs;
B. Inspect the manhole walls, invert, and all incoming and outgoing pipes for structural
integrity and I & I-related defects;
C. Provide a comprehensive list of manholes and sanitary sewer lines that require immediate attention; and
D. Develop prioritized repair recommendations for each manhole, sanitary sewer lines,
along with associated cost estimates.
3. Smoke Testing
A. Identify sources of wet weather inflow that directly enter the system; and
B. Locate defects in private laterals contributing to system inflow.
4. CCTV Inspection
A. Document collected data, including the date of inspection, line segment inspected,
address, footage location from manholes, defect code/type and severity rating, and the
condition of the pipeline surface cover.
5. Final Report
A. Compile and tabulate all collected data to be included in the final report; and
B. Prepare and submit three (3) copies of the final report along with the electronic data.
6. TWDB Compliance Requirements
A. Subcontractor shall be responsible to submit compliance documentation/copies of all
federal crosscutters that are required by the TWDB/SRF programs including but not
limited to:
Davis Bacon Act compliance (weekly prevailing wage documentation), BABA,
American Iron and Steel Act, etc., that apply to activities under this contract.

B. Failure to submit required forms or proof of crosscutter compliance may result in delay
or rejection of billing invoices.
Statement of Qualifications: Wasteline is seeking to contract with a competent firm which has and provides documentation for experience in the following areas:
• Experience working with TCEQ on Wastewater Treatment Plant projects and resolving
compliance issues.
• Experience with TWDB-funded construction projects and compliance with SRF
requirements.
• Experience with Projects located in this region of the state.

Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 5:00 p.m. on Thursday, March 13, 2025, at the office of Wasteline Engineering, Inc., 208 South Front Street, Aledo, Texas 76008. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “I&I STUDY RFQ”.

Additional Information
1. This contract is contingent upon release of funds from the Texas Water Development Board
(TWDB).
2. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
3. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
