Sealed Proposals will be received at the main office of the Calaveras Unified School District, 3304B, State Route 12, Valley Springs, California 95252 until 10:00 a.m. local time on August 5, 2025 or such later date as may be set by Addendum and then will be publicly opened and read for the construction of the following Public Works Project:

Jenny Lind Elementary School Wastewater Treatment Plant Upgrade / Regionalization Project, Calaveras County

The proposed Work includes the following:

Improvements to onsite wastewater collection facilities.

Demolition of existing wastewater treatment improvements including drainage of existing treatment facility, tanks and basin.

Backfilling of existing treated effluent basin.

Abandon existing force main and lift station.

Salvage existing wastewater lift station pumps to School District.

Construction of new onsite wastewater transmission improvements.

Removal and construction of onsite school walkways and accessible paths of travel improvements.

Construction of new Jenny Lind Elementary School (JLES) Wastewater Lift Station on the JLES Campus.

Construction of new JLES Lift Station grading, paving, fencing, gate, sign improvements.

Construction of new JLES Lift Station building, equipment, instrumentation and appurtenances.

Construction of new JLES Lift Station electrical, instrumentation and control improvements.

Complete accessible parking lot striping and signing improvements at the JLES.

Construct new JLES Lift Station wet well, valves and valve boxes and force main on the JLES campus.

Construction of offsite force main improvements and appurtenances along Driver Road, State Route 26, Baldwin Lane, Berkesey Lane, Silver Rapids Road, Vista Del Lago Drive West.

Provide traffic control measures on State Route 26 and on Calaveras County Roadways.

Construct bore and case force main crossing of State Route 26.

Construction of new Intermediate Lift Station Improvements, Silver Rapids Road.

Construct new Intermediate Lift Station grades, paving, fencing, gate, sign, improvements.

Construct new Intermediate Lift Station equipment and appurtenances.

Construct new Intermediate Lift Station electrical, instrumentation and control improvements.

Construct gravity sewer transmission improvements, La Contenta Commercial Site, Golden West Court, La Contenta Golf Course (Add Alternate Bid Item).

Connect to existing Calaveras County Water District Wastewater Collection and Transmission Main Improvements, La Contenta Golf Course (Add Alternate Bid Item).

The proposed work includes conformance with the encroachment permit requirements of the Calaveras County Public Works Department for improvements within County Rights of Way and includes conformance with Caltrans encroachment permit requirements for work within the State Route 26 Right of Way. Project Wastewater Lift Station, force main and gravity sewer wastewater transmission improvements have been designed, and shall be constructed, in conformance with Calaveras County Water District Standards.

The Bidder's attention is directed to the Instruction to Bidders for complete instructions regarding submission of bid.

Each Bid must be submitted on the prescribed forms and accompanied by cash, a cashier's check, certified check or bid bond executed on the prescribed form payable to the Calaveras Unified School District (District) in an amount not less than 10 percent of the amount bid.

The successful bidder will be required to furnish a payment bond and faithful performance bond each in the full amount of the Contact price and insurance with certificates and endorsement of insurance, as provided in the Contract Documents. The required bonds must be provided only by surety insurer who is duly admitted by the Insurance Commissioner of the State of California.

The successful bidder must possess the following classification or type of contractor's license issued by the State Contractor's License Board: Class A. Prospective Bidders shall be licensed Contractors in the State of California and hold a valid Class A California Contractor's license in good standing.

Pursuant to federal labor standards requirements and to the Labor Code of the State of California, or local law thereto applicable, the District has ascertained the general prevailing rate of per diem wages and rates for holidays and overtime work in the locality in which this work is to be performed, for each craft, classification or type of laborer, worker or mechanic needed to execute this Agreement. The prevailing wages so determined are as set forth in Attachment A to these Contract Documents. When there is a difference between the state and federal wage rate, Contractor must pay the higher rate. Contractor will submit certified payrolls to the Project's Construction Manager within 7 days of the end of each payroll period.

Bidders are advised that since a portion of the JLES Wastewater Treatment Upgrade / Regionalization Project (Project) is located on Public School property it is subject to regulations of the Division of State Architect (DSA). Substitutions affecting DSA-regulated items shall be considered as construction change documents (CCD's) and shall be approved by DSA prior to fabrication and installation per DSA IR A-6 and Section 338(c) Part 1, Title 24 CCR.

There will be a pre-bid meeting and Project walk on June 26, 2025, beginning at 9:00 a.m. Prospective bidders are strongly encouraged to attend this meeting. Prospective bidders shall first meet at the school parking lot located on the west side of the JLES Campus, 5100 Driver Road, Valley Springs, California, 95252. From this location, prospective bidders will be directed to the pre-bid meeting area. A site walk / drive will follow the pre-bid meeting.

During the pre-bid meeting the District's staff and consultants will discuss the bid documents, site constraints, order of work, coordination with other contractors and entities, and other items specific to the Project. The District will transmit to prospective bidders a copy of the pre-bid meeting sign-in sheet and any addenda and other information that the District deems necessary to add to, correct and/or clarify the Project documents in response to questions raised at the pre-bid meeting and Project walk. Any oral statements made at the pre-bid meeting and Project walk that are not confirmed by addenda may not be relied upon and are not legally binding on the District.

The District will also discuss other Project requirements including American Iron and Steel and Disadvantaged Business Enterprise. The bidder's staff person responsible for compliance with these requirements is strongly encouraged to attend the pre-bid meeting.

The District reserves the right to reject all bids. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. The Project is 100% funded by a Clean Water Small Community Construction Grant issued by the State Water Resources Control Board (SWRCB or State). To secure State funding approval, the District may need to extend the time to award the Contract up to 270 days from the bid opening date. Prospective bidders are advised to adjust their bids in anticipation of possible delays that the District may experience in obtaining funding approval.
