RTA Construction, Inc. is soliciting proposals and quotes from all Disadvantaged Business Enterprises (DBEs) for the Bella Vista Water District 3 MG Regulation Station Tank Project in Shasta County, California. Complete, signed and sealed bid proposals for the work shown upon the construction documents titled: 25-W-001, Bella Vista Water District, County of Shasta, California, 3 MG Regulation Station Tank Project will be received at the District Office located at 11368 East Stillwater Way Redding, California, 96003 California until 3:00 P.M., on Thursday, August 14, 2025, at which time they will be publicly opened and read aloud.

The work to be done as part of the base bid consists of furnishing all labor, materials and equipment necessary to construct a 3 MG tank on the existing Regulation Station site. The work will include; Demolition, Clearing and Grubbing, Site Grading, Aggregate Base Surfacing, Site Piping, Site Concrete, Site Fencing and Access Gates, Site Painting and Signage, a Prestressed Concrete Water Storage Tank, and Electrical, Instrumentation and Controls. The work to be done as part of the additive bid items includes furnishing all labor, materials and equipment necessary to construct a 6 MGD pumpstation in addition to the work included in the base bid. The work will include; Additional Site Piping, Additional Site Painting and Signage, a Booster Pump Station, Masonry Building, and Additional Site Electrical and Instrumentation.

RTA Construction, Inc. is requesting quotes from DBEs for all disciplines of work involved with this project including, but not limited to, the following items: 1) General Provisions, Mobilization, Bonds and Insurance 2) Traffic Control 3) Dust Control 4) Worker Protection 5) Offsite Access Road Improvements and Repair 6) Site Demolition, Clearing and Grubbing 7) Site Grading 8) Site Surfacing 9) Site Piping 10) Site Concrete 11) Site Fencing and Access Gates 12) Site Painting, Coating and Signage 13) 3 MG Prestressed Concrete Water Tank 14) Electrical, Instrumentation and Controls. Additive Items: 1) Additional Site Piping 2) Additional Site Painting, Coating and Signage 3) Booster Pump Station 4) Electrical Equipment Building 5) Additional Electrical, Instrumentation and Controls. We will work with interested DBEs to create custom scopes of work/supply to meet their particular needs. We will encourage a consortium of DBEs when any particular item(s) of interest are too large for one DBE firm to handle individually. We will work with interested DBEs to divide total requirements into economically feasible, smaller tasks or quantities to permit maximum DBE participation.

All Interested DBEs are encouraged to contact RTA Construction, Inc. to participate in this contract. To be considered a plan holder and to receive any Addendums or other pertinent information, bidders must register by email, telephone, or in person at the Chico office of Provost and Pritchard Consulting Group to Mallory Serao, mserrao@ppeng.com.
