SnL Group, Inc. is seeking quotes from all certified DBE subcontractor, vendors and material providers for work including, but not limited to: pipe and water appurtenances, aggregate material, concrete, base, sand, trucking, well drilling & installation and abatement, water pollution control plan, site prep, demo, grading, electrical and mechanical, downhole video survey, 50kW generator, manholes and sewer main. This project has a 26% DBE participation goal. DOT-assisted contracts apply and are applicable to this project and all executed subcontracts.

A prebid mandatory meeting is being held Tuesday August 12, 2025 at 2:00pm. See specs and addendum for location.

Scope of this project includes: Install new well with an approx. capacity of 2,200 GPM that will include treatment of iron, manganese and arsenic as needed; abandon Well NO. 02, Well NO. 03, and Walnut Ranch Well; install iron & manganese treatment to Well No. 05; install odor control treatment to Well No. 06; and integrate Well No. 04 into City of Colusa's supervisory control & data acquisition (SCADA) System.

DBE Certification: Under the DBE and DOT Program, entities can no longer self certify and contractors and subcontractors must be certified at bid opening. Contractor and Subcontractors must provide DBE Certification approved per the specifications of this project.

Wage Requirements: This is a Public Works project and contractor and subcontractor shall be required to comply fully with all laws & regulations of the State of California DIR regarding labor standards and the payment of prevailing wage on public works projects. This project is also Federal Funded. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general DIR prevailing wage rates determinations of similar classifications of labor, the Contractor and Subcontractor shall pay not less than the higher wage rate.

Required with Quote: Each subcontractor must submit proof of a current DIR Registration.

Insurance Requirements: Each subcontractor must submit proof of their work compensation insurance and obtain work compensation insurance throughout the entire completion of the project.

Requirements: by submitting a proposal to SnL Group, Inc., the bidder affirms that they have carefully examined ALL the bidding documents/addendums and that from his/her own investigation, they have satisfied themselves as to the nature and location of all work. SnL's written subcontract documents execution is required of all successful subcontractor bids.
