Walsh Construction Company II, LLC (Walsh) is seeking responses to this formal Request for Letter of Interest (RLI) from qualified DBE/SBE subcontractors/suppliers for the following project:
Project No. RFP for Zone 7 Mocho PFAS Treatment Plant (PDB)
Project Location: Pleasanton, CA

Seeking interest from all DBE/SBE Subcontractors/Suppliers in accordance with EPA's Federal funding provisions - 40 CFR Part 33 Federal and State funding requirements. Goods and services may be funded with monies made available by the United States Bureau of Reclamation ("USBR") - Build America Buy America (BABA) that has statutory requirements. Subcontractor/Supplier trade packages to be issued at a later date will also include NAICS Codes and descriptions.
Walsh is responding as Progressive Design-Build (PDB) Entity for the Mocho PFAS Treatment Plant PDB Project's Request for Proposals for Zone 7. The project consists of design, construction, permitting, activation and commissioning for new process equipment to enable PFAS removal from the wellfield with the following main scopes:

1. Restore production capacity and water supply reliability to the Mocho wellfield.
2. Remove operational constraints on the Mocho Groundwater Demineralization (MGDP) which helps remove salt from the groundwater basin.
3. A new centralized treatment facility (Mocho PFAS Treatment Plant).
4. Additional electrical capacity and modifications.

Currently, Walsh is solely requesting interest from subcontractors and suppliers. At a later date, a subcontractor trade package plan will be prepared and published for subcontractor review and a formal pre-qualification and bid solicitation process will be initiated.
Walsh is seeking interest from subcontracting/supplier firms for the following services and/or materials including but not limited to: Div 01 General Requirements, Div 02 Existing Conditions, Div 03 Concrete, Div 04 Masonry, Div 05 Metals, Div 06 Rough Carpentry, Div 07 Thermal and Moisture Protection, Div 08 Openings, Div 09 Finishes, Div 14 Conveyance Equipment, Div 21 Fire Suppression, Div 22 Plumbing, Div 23 HVAC, Div 25 Integrated Automation, Div 26 Electrical, Div 27 Communications, Div 28 Electronic Safety and Security, Div 31 Earthwork, Div 32 Exterior Improvements, Div 33 Utilities, Div 34 Transportation, Div 40 Process Interconnections, Div 41 Material Processing and Handling Equipment, Div 42 Process Heating, Cooling, and Drying Equipment, Div 43 Process Gas and Liquid Handling, Purification and Storage Equipment, Div 44 Pollution and Waste Control Equipment, Div 45 Industry Specific Manufacturing Equipment, Div 46 Water and Wastewater Equipment, Div 48 Electrical Power Generation.
There may be opportunities to break out portions of work into economically feasible units to facilitate DBE participation.
