ENGINEER'S EST: $120,000,000

F.D. Thomas, Inc. (MBE — wholly owned subsidiary of ASRC
Industrial) is requesting quotes from Caltrans CUCP-certified
DBE subcontractors and suppliers for the scopes of work listed
below. F.D. Thomas is self-performing the coatings/painting
scope only. All other items are open for DBE participation.

We will assist interested DBE firms with bonds, lines of credit,
and insurance, and will break bid items into economically
feasible units where possible. Plans, specifications, and bidder
inquiries are available through Caltrans Contractors Corner or
upon request from our office.

SCOPES BEING SOLICITED
------------------------------------------------------------

PROJECT CONTROLS & COMPLIANCE
- Level 2 CPM Schedule — Resource-loaded baseline with monthly
updates per Std. Spec. 8-1.02C; qualified CPM scheduler req'd.
- Water Pollution Control Program (WPCP) — Preparation and
field implementation per Section 13; QSD/QSP required.

TRAFFIC CONTROL & SIGNAGE
- Construction Area Signs
- Traffic Control System
- Roadside Sign — One Post
- Maintaining Existing Traffic Management System Elements
During Construction — Keep existing ITS, CCTV, CMS, and
detection infrastructure operational; relocate/protect as req'd.

SITE WORK & CIVIL
- Temporary Concrete Washout — Furnish, maintain, and dispose
of self-contained washout facilities.
- Drill Drain Hole (1-1/2" and 2") — Drill new drainage
penetrations through existing bridge structure.

STRUCTURAL / DEMOLITION
- Bridge Removal (Portion) — Selective demolition of designated
bridge components, controlled removal and disposal.
- Salvage Traveler Components (LS) — Removal and salvage of
designated under-bridge traveler / inspection platform
components on the existing RSB structure.
- (F) Structural Steel (Bridge) — Furnish-only fabrication of
structural steel members per plans; no field erection.
- (F) Plastic Lumber — Furnish-only HDPE / recycled-plastic
dimensional lumber for bridge application.

REINFORCING STEEL
- Bar Reinforcing Steel (Bridge, Stainless Steel) — Furnish and
install stainless steel rebar for bridge concrete work.

ACCESS
- Inspection Access — Temporary access systems (platforms,
swing stages, snoopers, or UBITs) for Caltrans/owner
inspection of the work during construction. Distinct from
contractor's own access for the coating scope.



F. D. Thomas Inc. is a union signatory contractor. Subcontractors must possess a current contractor's license, insurance coverage and worker's compensation for the entire length of the contract. All subcontractors will be required to sign our standard Subcontract Agreement, 100% payment and performance bonds may be required.
