RTA Construction, Inc. is soliciting proposals and quotes from all Disadvantaged Business Enterprises (DBEs) for the Fall River Valley Community Services District Wastewater System Expansion Project in Fall River and McArthur, CA. Separate sealed Bids for the construction of the Wastewater System Expansion Project will be received by PACE Engineering, Inc. at 5155 Venture Parkway, Redding, CA 96002, until 2:00 p.m. local time on October 8, 2026, at which time the Bids will be publicly opened and read aloud. No Bids submitted by fax or email will be accepted. The Project consists of constructing a new sewer system, including 15-inch, 12-inch, 8-inch, and 6-inch gravity sewer piping; 6-inch force main piping; 6-inch and 4-inch gravity laterals; 1 ¼-inch force main laterals; manholes; rod holes; cleanouts; and combination air valves. The Project also includes modifications to three existing lift stations, installation of two new package lift stations, and construction of one new lift station. Work further includes installation of small packaged residential grinder pump systems and abandonment of existing septic tanks. Additional improvements include installation of new aerators, aeration basin, blowers, and other miscellaneous site improvements at the wastewater treatment plant, as well as a new supervisory control and data acquisition (SCADA) system. Engineer's Construction Cost Estimate for the Base Bid plus Additive Alternates is $27,300,000 to $30,100,000.

RTA Construction is requesting quotes from DBEs for all disciplines of work involved with this contract including, but not limited to the following items : SWPPP preparation, electrical work, SCADA work, instrumentation work, metal roof, masonry block building, reinforced structural concrete, minor concrete, sewage pond excavation, sewer pond liner, asphalt paving, traffic striping, utility potholing, gravity sewer main pipeline installation, sewer force main installation, sewer lateral pipeline installation, septic tank abandonment, sewer pipeline video inspection, installation of new sewer lift station, rehabilitate existing sewer lift stations, large excavations, miscellaneous mechanical work, sheeting, shoring, bracing, environmental monitoring, traffic control, construction area signage. We will work with interested DBEs to create custom scopes of work/supply to meet their particular needs. We will encourage a consortium of DBEs when any particular item(s) of interest are too large for one DBE firm to handle individually. We will work with interested DBEs to divide total requirements into economically feasible, smaller tasks or quantities to permit maximum DBE participation.
