San Miguel Community Services District is posting this opportunity to inform DBE, MBE, and WBE firms and other subcontractors and suppliers of subcontracting opportunities on this project. The District is not soliciting or accepting subcontractor or supplier quotes. Interested firms should obtain the plan holder list from ASAP Reprographics at https://www.projectsasap.com/projects/561/details/machado-wastewater-treatment-facility-wwtf-upgrade-and-expansion-project and submit quotes directly to prime contractors bidding the project. Anticipated subcontract and supply categories include demolition, earthwork and grading, excavation, sheeting shoring and bracing, sewer bypassing, pond de-sludging and sludge dewatering, hauling and disposal, trucking, pond liners, construction surveying, SWPPP and erosion control, underground utilities and yard piping, pump station construction, concrete flatwork, curb, gutter, and swales, structural concrete, reinforcing steel, pre-engineered and CMU buildings, covered parking structures, fueling station installation, electrical, instrumentation and controls, control panel programming, generator installation, HMA paving and aggregate base, chain link fencing and gates, landscaping and irrigation, fire service and backflow piping, precast concrete structures, pipe and valve supply, ready mix concrete, and aggregate supply.

The project is the Machado Wastewater Treatment Facility Upgrade and Expansion in San Miguel, CA. Work includes demolition of existing facilities, de-sludging and abandonment or refurbishment of existing ponds, construction of a new influent lift station, working EQ tank, effluent pump station, vactor truck dump basin, influent EQ pond and pump station, percolation beds, and a septage receiving station as an additive bid item. The contractor will install supporting infrastructure for owner furnished equipment including headworks, MBR, UV disinfection, sludge dewatering, and generators. Site work includes a new electrical building, vehicle wash bay, fueling station, parking, site roads, drainage, stormwater detention, fencing, landscaping, and potable, fire, and recycled water piping. Expected duration is 820 calendar days. This project is funded in part by the Clean Water State Revolving Fund and is subject to U.S. EPA DBE requirements under 40 CFR Part 33. There is no mandatory DBE participation goal. Each prime bidder must independently perform and document good faith efforts to solicit DBE firms before bid opening, including submitting Form C-490 with its bid. Federal Davis-Bacon and California prevailing wages and American Iron and Steel requirements apply.

Viewing is free, and registering as a plan holder to download costs 25 dollars. The plan holder list, which identifies prime contractors bidding the project, is also available on that site. Bids are due Friday, November 20, 2026 at 9am. A mandatory pre-bid conference for prime bidders will be held October 13, 2026 at 9am at San Miguel CSD, 1765 Bonita Place, San Miguel, CA. Subcontractors and suppliers are encouraged to contact prime bidders well before the bid date.

Subcontractor requirements in the contract documents include the following. Subcontractors must hold a valid California contractor license for their trade and be registered with the Department of Industrial Relations as a public works contractor at the time of bid. Subcontractors using off-road diesel equipment must provide a current CARB Certificate of Reported Compliance to the prime for submittal with the bid. Subcontractors must pay the higher of federal Davis-Bacon or California prevailing wage rates, submit certified payroll, and comply with apprenticeship requirements. Subcontractors must not be suspended or debarred from federal contracts. Iron and steel products must comply with American Iron and Steel requirements. Subcontractors must carry workers compensation and commercial general liability insurance appropriate to their work, with the Owner, Engineer, and State Water Board named as additional insureds. Suppliers must carry insurance appropriate to their participation. Prime bidders must post bid security of 10 percent and performance and payment bonds of 100 percent of the contract price. Subcontractor bonding and insurance limits are set by each prime contractor. No union membership is required by the contract documents.
