Project Description: The project includes furnishing all labor, materials, equipment, and services necessary to construct a new Wastewater Treatment Plant in four phases: site preparation and temporary utilities; construction of treatment, pumping, disinfection, electrical, control, recycled-water, solids-handling, building, pipeline, roadway, and related site improvements; decommissioning and converting portions of the existing WWTP for emergency and recycled-water storage; and completing the Walnut Avenue utility extension and a second sludge-handling unit. The existing WWTP must remain operational during Phases 1 and 2, with continuous compliance with the General Order/NOA throughout construction. EE $89,630,000 M

Anderson Pacific Engineering Construction, Inc. is requesting subcontractor and material supply quotes from qualified and certified Disadvantaged Business Enterprise firms (including MBE, WBE, SBE, SBRA, LSAF, & HUB) for the Greenfield Wastewater Treatment Plant Upgrade Project, No. 2026-03, for the City of Greenfield, bidding October 28, 2026, at 2:00 PM.
The Project may be funded in whole or part by the California State Revolving Fund (CASRF) Clean Water and Drinking Water SRF (CWSRF) , which requires compliance with the Build America, Buy America Act (BABA), Davis-Bacon prevailing wage rates, and USEPA DBE compliance requirements.
