Missoula County implements MWBE preferences

Missoula County has passed a resolution giving certain preferences to minority- and woman-owned businesses (MWBEs) in county contracting. The resolution follows a 2016 statewide disparity study conducted for the Montana Department of Transportation (MDT).

Under the terms of the resolution, the county will award a 5 percent reduction in its bid or quote to any MWBEs going through the vendor selection process. If cost is one of many factors in a procurement decision, the county will increase the bid for such businesses by 5 percent. MWBE status will be determined by referring to MDT's list of certified disadvantaged business enterrprises (DBEs).

Additionally, the county has resolved to complete a disparity study of its own examining procurement in Missoula County. The 2016 statewide disparity study found 216 out of 959 firms on the state's master bidder list were MWBEs, and yet such businesses only received 11.7 percent of contract dollars during the period of the study.
