The Minnesota Department of Transportation (MnDOT) has announced that it exceeded its participation goal for Disadvantaged Business Enterprises (DBEs) on federally-funded contracts in fiscal year 2023. This marks the first time that MnDOT has either met or exceeded its DBE participation goal, which it is required to set as a condition of receiving federal funds.
The DBE participation goal for contracts receiving federal funds during the period had been 12.6 percent. MnDOT acheived a DBE utilization rate of 14.1 percent for the period. MnDOT credited their success in exceeding the DBE utilization goal to their following of a Strategic Plan for their overall transportation mission which fully includes civil rights initiatives, such as certification and outreach. The participation for fiscal year 2023 represents a 114 percent increase from fiscal year 2012, in which MnDOT attained only a 6.6 percent DBE utilization rate.
MnDOT is currently working on proposing it's triennial DBE participation goal for fiscal years 2025 through 2027.
